The consulate attestation is similar to the embassy attestation, the only difference between them is the embassy of a particular country is mostly available only in the country's capital. In contrast, consulates are available in couple of cities in a country.
First, the document must be authenticated by the authorized notary and secondly, receive confirmation from the Department or SDM. Then, the document receives stamp from the MEA.
After validation by the above departments, the final station in domestic country for a certificate is at the consulate of the desired country, if it is not possible to visit an embassy.
